This is one of the reasons why the mayor Juan Franco, of the independent formation La Línea 100 x 100, has argued to propose a referendum to his neighbors to start the process and become an Autonomous City looking in the mirror, across the Strait, Ceuta and Melilla. Franco has been governing in the Cadiz city since 2015, first in coalition with the PP and from the 2019 elections alone thanks to a majority of 21 councilors by three of the PSOE and one of the PP. Juan Franco was voted by 67.51% of the inhabitants and among his proposals was to solve the entrenched problems of La Linea even if they had to go to the point of starting this secessionist process of Andalusia.

Franco believes that the possible solution to the problems of La Linea is constituted as an autonomous city “articulating the provisions of Article 144 of the Constitution”. The councilman said they are “extremely respectful of the regulatory framework” and that what they are raising “is a possibility to have that legal and administrative framework that allows us to move forward”. Juan Franco remarked that they are “in a very complicated situation to which there is no remedy”.

Next to Gibraltar, where unemployment does not exist and the per capita income is one of the highest in the Peninsula. In 2020, the city celebrated a century and a half of existence, since its meager municipal area was segregated from the municipality of San Roque. Despite the fact that the majority of its inhabitants try to air it within the law, its image is often linked to drug trafficking. The State has not spared when it comes to deploying the security forces to deal increasingly accurate blows to the drug lords: “But where are the investments to get the city out of this dead end,” asks flamenco dancer David Morales, favorite son of La Línea.

In his case, continues the government team, “would correspond to the Cortes Generales appreciate the concurrence of the national interest that founded the convenience and opportunity to provide La Línea de la Concepción, through an Organic Law, the status of Autonomous City”.
